Liaoning detected the largest drug-related case since the founding of the People’s Republic of China, involving nearly 100 million yuan.

The factory is surrounded by mountains on three sides. Many cameras are installed around it, people are hired to act as secret posts, and many dogs are kept in the factory yard. This kind of security is not to protect the safety of the factory, but to facilitate the manufacture of drugs to escape the investigation of public security organs. Recently, Liaoning police successfully supervised a case of manufacturing and transporting drug-making articles, arrested 18 suspects, and smashed a case of manufacturing phenylacetone — Bromophenone — Integrated ephedrine manufacturing plant and 2 storage warehouses; Seized 4.5 tons of methadone; 12.5 tons of drug-making articles and more than 150 tons of other drug-making raw materials; 12 reactors and 2 centrifuges were seized, involving nearly 100 million yuan. It is reported that this case is the largest case uncovered in Liaoning Province since the founding of the People’s Republic of China, with the largest number of raw materials for making drugs and the largest number of finished drugs and articles for making drugs.
From April 19, 2018, the Anti-drug Corps of the Liaoning Provincial Public Security Department organized a capable police force to conduct research and judgment on a drug-related clue, and found that a batch of chemical raw materials were sent from a city in the south to Shenyang, with a total of 15 tons of hydrobromic acid and hydrogen peroxide. After another week’s investigation, it was found that the raw materials had been transported to a factory hidden in the mountains in a village in Tieling County, Tieling City. After further analysis and judgment, a group of high-risk people from other provinces who made methamphetamine precursor appeared at the same time. After comprehensive analysis, these people were suspected of making ephedrine precursor in Tieling City.
In view of the seriousness of the case, the Liaoning Provincial Public Security Department dispatched the elite police forces from Shenyang Municipal Bureau and Tieling Municipal Bureau to form a task force, code-named "4.19", and launched various investigations in an all-round way.
Because the location of the drug-making factory is extremely hidden, surrounded by mountains on three sides, and many cameras are installed around it, the farthest probe is located on the rural power transmission tower 1.5 kilometers away from the factory. In addition, gang members hire people to act as secret sentries and raise many dogs in the factory yard, which brings great difficulties to the investigation work.
In the face of criminal suspects with strong anti-investigation consciousness, the police of the task force fought continuously and bravely, and successfully found out the basic situation of the factory.
After nearly four months of careful investigation and operation, the task force determined that this was a gang that involved Liaoning, Fujian and Guangdong, and was headed by the criminal suspect Liu Mouyu, who was extremely large in manufacturing and transporting drugs. The gang’s main suspects, Liu Mouyu and Chen Mou Dong and Xiang Mou, set up a factory in Tieling, Liaoning Province, and organized personnel to make and transport ephedrine, a drug-making substance. The gang has nearly 20 members, with a clear division of labor and strict organization. Through four months’ operation and accumulation, the task force has carried out all-round accurate control and evidence fixation on various specific links such as criminal suspects going to Liaoning to find drug-making sites, transporting and debugging drug-making equipment, transporting drug-making raw materials, manufacturing drugs and drug-making articles.
According to the progress of the case, after careful analysis and research, the task force thought that the time was ripe for closing the net. At about 4: 20 am on September 1, under the command of the Liaoning Provincial Public Security Department, the police in Shenyang and Tieling launched a fierce offensive, and closed the net in Liaoning and Fujian at the same time, which cracked the case in one fell swoop. After the trial, the suspect confessed to the crime of manufacturing and transporting drugs, and the case is currently under further trial.
