In this regard, Zhu Fenglian, spokesperson of the Taiwan Affairs Office of the State Council, introduced that the social insurance system is a kind of social welfare treatment provided by the state. The "Interim Measures" are very comprehensive in considering the applicable personnel of Taiwan compatriots and have achieved full coverage for Taiwan compatriots insured in the mainland.

Zhu Fenglian said that the promulgation of the "Interim Measures" is an institutional arrangement to gradually provide equal treatment for Taiwan Province compatriots in the mainland, which was put forward by the 19th National Congress, and it is also a concrete measure to implement the important proposition of the Supreme Leader General Secretary on promoting cross-strait social security and sharing of public resources. It means that Taiwan compatriots who work, live and study in the mainland can enjoy the relevant welfare system provided by the state like mainland residents.

It is not only applicable to employed Taiwan compatriots in various forms such as unit employment, flexible employment and self-employment, but also applicable to unemployed Taiwan compatriots living in the mainland and Taiwan Province students studying in mainland universities. For Taiwan compatriots who participate in the basic old-age insurance for urban and rural residents and the basic medical insurance for urban and rural residents in the mainland, the mainland governments at all levels will give corresponding financial subsidies according to regulations to ensure the social security level of the insured Taiwan compatriots.
Zhu Fenglian said that the Interim Measures made special arrangements for Taiwan compatriots to participate in social security in the mainland, taking into account the actual needs of reducing the pressure on Taiwan compatriots to pay fees and returning to Taiwan to work and study. If Taiwan compatriots do not choose dual insurance in mainland China and Taiwan Province, they can not participate in old-age insurance and unemployment insurance in mainland China on the basis of certificates issued by relevant authorized institutions, thus effectively solving the problem of dual insurance that Taiwan compatriots are concerned about. If Taiwan compatriots leave the mainland before reaching the prescribed pension conditions, they can choose to keep their accounts and continue to pay fees when they come to the mainland for employment or residence again. They can also choose to apply in writing to terminate the social security relationship and withdraw the amount stored in the social security personal account at one time.
