　　1. Nitrite is a kind of nitrogen-containing inorganic compound ubiquitous in nature, which can be used as a food additive in meat products.

　　Nitrite and nitrate are common nitrogen-containing inorganic compounds in nature. Nitrogen cycle in nature and human activities constitute an important source of nitrate. In the process of nitrate formation, nitrite is often accompanied by the action of microorganisms. The common nitrites are mainly sodium nitrite and potassium nitrite, which are similar to salt in appearance, white to light yellow, powdery or granular, odorless, slightly salty, easily deliquescent and soluble in water.

　　Chinese first invented the use of nitrite to process livestock meat, which was used to extend the shelf life of meat. According to the scientific and technological volume of History of Song Dynasty, nitrite can be used for preserving and coloring bacon, and it was introduced to Europe in the 13th century.

　　Two, China and other countries in the world have clearly defined the limit and residue of nitrite in food.

　　The Joint Expert Committee on Food Additives of FAO and WHO (JECFA) stipulates that the daily allowable intake of nitrite is 0-0.2 mg/kg bw. All countries in the world also stipulate the limit of nitrite in food.

　　China’s national food safety standards have strict requirements on the use and safety management of nitrite, and it is safe to use nitrite according to the standards. The National Standard for Food Safety-Standard for the Use of Food Additives (GB 2760-2014) stipulates that sodium nitrite and potassium nitrite can be used as color fixatives and preservatives in the processing of cured meat products, braised pork products in sauce and smoked meat, roasted meat, etc., and stipulates the maximum dosage and maximum residue. The Limit of Pollutants in Food (GB 2762-2012) stipulates the limit of nitrite residues in raw milk, packaged drinking water, pickled vegetables and other products. The Announcement of the former Ministry of Health and the former State Food and Drug Administration on Prohibiting Catering Service Units from Purchasing, Storing and Using Food Additive Nitrite (Announcement No.10 of the Ministry of Health in 2012) prohibits catering service units from purchasing, storing and using food additive nitrite (sodium nitrite and potassium nitrite).

　　Third, excessive intake of nitrite can lead to poisoning and even death.

　　Under normal diet, nitrite in human body is mainly transformed from nitrate in food and drinking water by bacteria in mouth and stomach. Studies have shown that nitrite can be reduced to nitric oxide through certain channels. Eating food containing low levels of nitrite can supplement nitrite in human body.

　　However, if a large amount of nitrite is ingested orally (by mistake or excessive intake) in a short period of time, it is easy to cause acute poisoning, and the low-iron hemoglobin with normal oxygen-carrying capacity in the blood is oxidized to methemoglobin, which loses its oxygen-carrying capacity and causes tissue hypoxia, which is called methemoglobinemia. When the intake reaches 0.2-0.5g, it can cause poisoning, and when the intake exceeds 3g, it can cause death. The characteristic manifestation of poisoning is cyanosis, and the symptoms and signs include headache, dizziness, fatigue, chest tightness, shortness of breath, palpitation, nausea, vomiting, abdominal pain, diarrhea, cyanosis of lips, nails, skin and mucosa, etc. In severe cases, consciousness is hazy, fidgety, coma, respiratory failure and even death.

　　Four, common nitrite causes food poisoning.

　　According to the Circular of the General Office of the National Health and Family Planning Commission on National Food Poisoning Events in 2015 (Guo Wei Ban Emergency Fa [2016] No.5), the main pathogenic factors of chemical food poisoning events in 2015 were nitrite and tetramine. Among them, there were 9 food poisoning incidents caused by nitrite, accounting for 39.1% of the total reported incidents. The occurrence of food poisoning caused by nitrite has nothing to do with sex and age, and there is no obvious seasonal and geographical distribution. Therefore, most of the poisoning sites are collective canteens and catering units.

　　There are four common causes of food poisoning caused by nitrite. First, because nitrite is similar to salt in appearance, it is the main cause of poisoning that nitrite is used or eaten as salt by mistake. Second, because many areas in our country have the habit of home-made processed meat products, eating meat products with excessive nitrite will also cause food poisoning. Third, the content of nitrite in vegetables that have been stored for too long, rotted or cooked for too long and just pickled will increase, which may easily lead to poisoning. Fourth, the well water in some areas contains more nitrate (called "bitter well water"). If the rice boiled with this kind of water is stored for too long, nitrate can be reduced to nitrite under the action of bacteria and lead to poisoning.

　　Therefore, experts suggest that:First, food production and operation enterprises should strictly abide by relevant laws and regulations.When using nitrite, food production and processing enterprises should strictly abide by the relevant provisions of the state, and set up special places for storage, strict labeling and use management. Under the premise of following the relevant standards, effective measures such as raw material control and production norms were taken to reduce the content of nitrite in food.Second, catering service units should strictly abide by relevant regulations and guard against food safety problems.Catering service units should strictly implement the relevant regulations prohibiting the purchase, storage and use of nitrite, especially strictly monitor the production process and storage environmental conditions of cooked meat products, and fundamentally eliminate the possibility of eating by mistake.Third, the regulatory authorities strengthen the management of nitrite production and use.The food safety supervision department should strengthen the supervision of the production and circulation of nitrite, prohibit the catering service units from buying and storing nitrite, and prohibit the use of industrial salt to prevent the occurrence of nitrite food poisoning.Fourth, consumers should strengthen their awareness of self-protection to prevent food poisoning caused by eating nitrite by mistake.Consumers are advised to buy salt sold through formal channels. Pay attention to eating fresh vegetables, and don’t eat vegetables that have been stored for too long or deteriorated. Leftover cooked vegetables should not be stored at high temperature for too long. It is best to cook and eat the food now. Try not to use "bitter well water" for cooking, and avoid long-term storage when it is necessary. For example, the market system is still not perfect, the market development is not fully developed, the relationship between the government and the market has not been completely straightened out, the innovation ability does not meet the requirements of high-quality development, the overall industrial system is large but not strong, and the key core technologies are not fundamentally changed due to people’s conditions, the agricultural foundation is not stable, the gap between urban and rural regional development and income distribution is still large, and there are still shortcomings in people’s livelihood security and ecological environment protection, and so on. To sum up, these problems are the reflection of the changes in the main social contradictions, and they are developing problems. We must further deepen the reform in an all-round way and promote the solution from the institutional mechanism.

　　Fourth, this is an urgent need to cope with major risk challenges and promote the cause of the party and the country to be stable and far-reaching. Promoting Chinese-style modernization is a brand-new undertaking, and all kinds of contradictions and risk challenges will inevitably be encountered on the way forward. In particular, at present, the great changes in the world that have never happened in a century are accelerating, local conflicts and turbulence are frequent, global problems are intensifying, external repression and containment are escalating, and China’s development has entered a period in which strategic opportunities and risk challenges coexist and uncertainties are increasing, and various "black swan" and "grey rhinoceros" incidents may occur at any time. To effectively cope with these risks and challenges and win the strategic initiative in the increasingly fierce international competition, we need to further deepen the reform in an all-round way, use a sound system to prevent and resolve risks, effectively respond to challenges, cultivate new opportunities in the crisis, and open up new opportunities in the changing situation.

　　Second, about the drafting process of the draft decision

　　In November, 2023, the Political Bureau of the Central Committee decided to set up a document drafting group for the Third Plenary Session of the 20th CPC Central Committee, with me as the team leader and Wang Huning, Cai Qi and Ding Xuexiang as the deputy team leaders to undertake the document drafting work under the leadership of The Politburo Standing Committee (PSC). On December 8, the first plenary meeting of the document drafting group was held, and the document drafting work was officially started. In more than seven months, the document drafting group conducted in-depth investigation and study, solicited opinions extensively, carried out special argumentation, and discussed and revised it repeatedly.

　　In the process of drafting the draft decision, we focus on the following points: First, summarize and apply the valuable experience of comprehensively deepening reform since the reform and opening up, especially in the new era, determine the principles to follow, and adhere to the correct political direction. Second, closely focus on promoting Chinese-style modernization and implementing the Party’s 20th strategic plan to further comprehensively deepen reform and adhere to the problem orientation. The document drafting group carefully studied these opinions and suggestions, absorbed them as much as possible, and made 221 amendments.

According to public information, Country Garden Group’s commercial real estate business is mainly managed by Country Garden Business Travel.

Country Garden Business Travel originated from the business management department established by Country Garden in 2005. It is mainly responsible for undertaking the commercial assets generated in the development of residential business and is positioned to serve residential real estate. In 2018, Country Garden adjusted the commercial sector to the group headquarters, and established Country Garden Business Travel together.

Since 2021, Country Garden Business Travel has gradually focused its operations on shopping centers, and has operated 14 commercial product lines including Bile City, Bile Time, Bijia, Bile Town and Biying International. There are more than 60 group commercial projects under unified management and operation, covering four sectors of commerce, long-term rental, cultural travel and office buildings, and several commercial complexes have been built in cities such as Guangzhou and Shenzhen.

According to the data, in 2022, the total construction area of Country Garden Business Travel Project reached 1.13 million square meters, and it landed in 24 cities in 14 provinces across the country. 02. Commercial assets are now easier to cash out.

Recently, the enthusiasm of domestic housing enterprises to revitalize their assets is getting higher and higher, and the intention of bringing their projects to the market and revitalizing existing assets to solve the difficulties is getting stronger and stronger. In the real estate M&A market, news of transactions of bulk commercial assets frequently came out, and more and more housing enterprises successfully cashed out.

Looking around the real estate industry, not only Country Garden, but also commercial assets are generally chosen to revitalize the assets of residential housing enterprises.

According to incomplete statistics, in the last three years, the real estate enterprises that sold assets, including at least 15 head real estate enterprises such as Shimao Group (00813.HK), Joy City (000031), OCT (Asia, 03366.HK) and Greenland Holdings (600606), sold projects with a scale of over 100 million yuan, all of which were commercial assets (Table 1).

In contrast, in the residential asset transfer market, except for ST Taihe (000732) and Jinke (000656), the remaining 26 residential developers have only changed hands sporadically.

Wind data shows that from 2021 to 2023, 112 residential related assets were sold by head housing enterprises, with a total transaction scale exceeding 130 billion yuan. In the same period, the transaction scale of commercial real estate projects with a scale of over 100 million yuan nationwide was 102.436 billion yuan, which was similar.

As we all know, the scale of domestic commercial real estate projects is much lower than that of residential real estate assets. In 2023, the national commercial housing sales reached 11.66 trillion yuan. In the same period, the national investment in commercial housing development exceeded 118 million yuan.

The comparison of the two data may reveal a reality-commercial assets that used to be considered as "difficult to get rid of and heavy on assets" are far easier to cash out now than residential development project assets. In other words, the liquidity of residential assets is much lower than that of commercial assets.

Theoretically speaking, superior and high-quality properties in first-and second-tier cities are often easy to directly face C-end sales and withdraw funds without being pushed to the bulk M&A market; Instead of first-and second-tier residential real estate projects, under the background of weak market demand and generally sluggish sales, it is also difficult to transfer equity to B-end financial investment institutions and get cash.

By the first half of 2023, Country Garden’s contracted sales in third-and fourth-tier cities still accounted for 65%. From this point of view, the assets of Country Garden’s residential projects rarely move, but there are difficulties behind putting commercial assets projects on the "counter" first.

Judging from the market transaction cases, domestic commercial offices, industrial logistics, industrial parks, rental housing and consumer infrastructure and other investment real estate have obtained capital bargain-hunting. These commercial projects located in prime locations of first-tier cities such as Beijing and Shanghai are actually assets under pressure and have strong appreciation space. Choosing to start when the market sentiment is depressed and the real estate price is down has a high risk-return ratio for investors.

Therefore, Country Garden takes the lead in selling high-quality office buildings, businesses, apartment buildings and other projects in Guangzhou, and it is relatively easier to get the attention of bargain-hunting capital.

03, the breakthrough of housing enterprises to revitalize assets

The warming of commercial assets transactions may be related to the rapid promotion of real estate financial policies in recent years.

Since 2023, the national ministries and commissions have successively issued the Notice on Standardizing and Recommending Real Estate Investment Trust Funds (REITs) Projects in Infrastructure, and the Notice on Further Promoting the Normalized Issuance of REITs in Infrastructure, among which it is clearly stated that priority should be given to supporting urban and rural commercial network projects such as department stores, shopping centers and farmers’ markets, so as to guarantee the basic livelihood of community commercial projects to issue infrastructure REITs.

On October 20th, 2023, China Securities Regulatory Commission issued the Decision on Amending Article 50 of the Guidelines for Public Offering of Infrastructure Securities Investment Funds (Trial), which expanded the types of pilot assets of publicly offered REITs to consumer infrastructure. At the end of the month, the first batch of four consumer infrastructure REITs were approved.

The gradual expansion of the pilot scope of public offering REITs and the launch of real estate private equity investment funds not only mean that the closed loop of real estate finance in China is gradually taking shape, but also inject a great benefit into activating domestic stock assets.

Public offering of REITs is the most critical part of the commercial real estate cycle. Standing in the current deeply adjusted real estate environment, housing enterprises are generally eager to cash out funds to tide over difficulties, and the revitalization of existing commercial assets has become one of the important strategies to promote housing enterprises to get rid of difficulties.
